Simpson Primary School, at Wester Inch near Bathgate, was the first new school completed in West Lothian built in accordance with the terms and requirements of a Section 75 Agreement. In consultation with the Council, Holmes developed the school design from an outline brief to a detailed design solution.

The school was planned in 2 phases: Phase 1 accommodation comprises a teaching wing with naturally ventilated classrooms, recessed cloakroom areas, a nursery, dedicated community meeting facilities and changing accommodation for the community playing fields. Phase 2, with 7 additional classrooms and associated supporting facilities is now complete.
