Simpson Primary School, at Wester Inch near Bathgate, was the first completed new school in West Lothian built in accordance with the terms and requirements of a Section 75 Agreement. In consultation with the Council, Holmes developed the school design from an outline brief to a detailed design solution.

The school has been planned in 2 phases: phase one accommodation comprises a teaching wing with naturally ventilated classrooms, recessed cloakroom areas, a nursery, dedicated community meeting facilities and changing accommodation for the community playing fields. Phase 2 will add an additional 7 classrooms with supporting facilities.
